Why is this policy being implemented?
In alignment with State Legislation AB 3216 the Solana Beach School District (SBSD) Board of Education has adopted a new cell phone policy (5131.8 Mobile Communication Devices) to support student learning by minimizing distractions during instructional time.
Can my student(s) bring a cell phone to school?
Yes. Students are allowed to bring their mobile communication devices to school, but the policy directs students to either turn off or place their smartphone or mobile device in airplane mode during the school day.
Will my student(s) still have access to their device in the unlikely event of an emergency?
School staff will allow access to personal devices when it is safe to do so. Our staff is trained to handle various emergency situations. It is imperative in an emergency that students focus on the information and direction being provided by the trained adult, including when it is safe to access and use their cell phone.
What if my student’s cell phone is mandated for use in their Individualized Education Plan (IEP) or 504 Accommodation Plan?
Students who receive services through an IEP or accommodations through a 504 Plan which require utilization of tools on a cell phone, will have access to their devices, as defined in their IEP or 504 Plan.
Did SBSD previously have a cell phone policy in place?
Yes, there was existing language already in place (Board Policy 5131 Conduct). However, in response to California's Phone-Free School Act (AB 3216), Solana Beach School District is introducing BP 5131.8 to address the use of smartphones and mobile devices on campus. This policy aligns with the state mandate requiring all districts to adopt restrictive phone policies by July 1, 2026.
How do I get in touch with my student during the school day to inform them of changes to a prearranged schedule or to convey other information?
As is our continued practice districtwide, families can call the school office and ask for a message to be delivered to the student(s).
What if a student needs to contact their family during the school day for an immediate need?
As is our continued practice districtwide, students can go to the school office to request to use a phone.
