Absences
When your child is absent because of illness or for a doctor or dental appointment, please call the Absence Line at (858) 794-3651.The law requires that the exact nature of an illness be stated; this type of absence is defined as an excused absence.
Arriving late and leaving early:
If your child will be late, or needs to leave before the end of the school day, a parent or guardian must sign the child in/out at the office. The office will send for the child.
Requests for homework:
Requests for homework should be called in on the Absence Line (858-794-3651) before 10:00 a.m., and can be picked up between 3.00 and 4:00 p.m. that day.
Anti-Bullying Policy
The Skyline School Community is committed to making our school a safe and caring environment for all students. We will treat each other with respect and refuse to tolerate bullying of any kind.
Definition: Bullying is unfair and one-sided. It happens when someone keeps hurting, frightening, threatening, or leaving someone out on purpose.
Bullying behaviors include the following:
- Hurting someone physically by hitting, kicking, tripping, or pushing.
- Stealing or damaging another person’s things.
- Ganging up on someone.
- Teasing someone in a hurtful way.
- Using put-downs (i.e., insulting or making fun of someone).
- Name calling.
- Spreading rumors or untruths about someone.
- Leaving someone out on purpose, or trying to get other kids not to
play with someone.Students at Skyline School will do the following things to prevent bullying:
- Treat everyone with respect and kindness.
- Refuse to bully others.
- Refuse to let others be bullied.
- Refuse to watch, laugh, or join in when someone is being bullied.
- Try to include everyone in play, especially those who are often left out.
- Report bullying behavior to an adult.
Teachers and staff at Skyline School will do the following things to prevent bullying and help children feel safe at school:
- Closely supervise students in all areas of the school and playground.
- Watch for signs of bullying behavior and stop it when it happens.
- Respond quickly and sensitively to bullying reports using the Four-A-Response Process (Affirm Feelings, Ask Questions, Assess Safety, and Act by coaching the child on what to do in the future).
- Look into all reported bullying incidents.
- Assign consequences for bullying based on the school discipline code.
- Assign immediate consequences for retaliation against students who report bullying.
Consequences for Violation of the Anti-Bullying Policy
Depending on the severity and nature of the incident, Skyline School will take one or more of the following steps when bullying occurs:
- Intervention, Warning, and Redirection
A teacher, principal, or staff member will ensure that the immediate behavior stops and reinforce to the student who is doing the bullying that bullying will not be tolerated. During this meeting with the student, the staff member will redirect the student and come up with a plan for success should they find themselves in a similar situation in the future.
- Notification of Parents
School staff will notify the parents of involved students. The parents might be asked to meet with the principal or other members of the school staff, including the student’s teacher and/or the school guidance counselor.
- Resolution with the Target of the
Bullying
The student who is bullying may be required to write a letter of apology to the student who was bullied. Depending upon the nature of the incident, the students involved may meet to help resolve the problem and ensure it does not happen again.
- Referral to School Support Staff
The student who is bullying may meet with the school guidance counselor to help prevent future violations.
- Consequences
The student who is bullying may receive a blue ticket, serving one or more days of afterschool detention or lose school privileges (i.e., serving on student council, school newspaper, yearbook, etc).
- Suspension
In cases of severe or repeated bullying, the student will be suspended.

Parents are invited to our monthly assemblies, held the last Friday of the month at 8:55 a.m.
Back to School Night
Thursday, September 8, 2011 from 6:30 to 7:30 p.m. A Spanish-speaking presentation will be provided in selected classrooms from 5:30 - 6:30 p.m.
Get to know the teachers as well as grade-level standards, curriculum, and expectations for the year. You will learn how parents can participate in classroom activities, volunteer, and meet other families.
Bikes, Scooters and Skateboards
We strongly encourage parents to determine whether their children are competent riders before they are permitted to ride to school unaccompanied, regardless of age.
Wear a helmet if you bike, skateboard, or scooter to school. Park and lock your equipment in the bicycle racks located outside the office area.
- Bikes must be walked on school grounds and in crosswalks.
- Bikes must be parked in the bike racks and should have a lock.
- All cyclists under 18 are required by California law to wear protective helmets.
- Skateboarders must walk on school grounds and in crosswalks.
- Skateboards may be kept in the classroom and/or office with permission.
Childcare
The Solana Beach School District Child Development Center (CDC)
offers a School-Age Program. In order for children to participate
in the CDC School-Age Program, they must be registered with CDC.
The CDC hours at Skyline are 7:00 to 8:30 am and 3:00 to 6:30
pm. Morning care is on an “as-needed basis,” and the afterschool
care offers full-time, part-time and drop-in schedule options.
Classroom Assignments
When we assign students to classes for the next school year, we endeavor to meet the needs of the individual child and develop classes whose balance and dynamics contribute to a positive learning environment.
To achieve well-balanced classes, we consider academic ability; to help maintain positive class dynamics, we consider which pupils should and should not be placed together.
"Sending" and "Receiving" teachers will consider the benefits of possible assignments to each student, as well as the contributions each student and various groupings of students can bring to the dynamics and balance of each class.
Curriculum
Our curriculum is designed to help students develop intellectually, physically, emotionally, and socially.
We encourage students to become active, engaged learners and responsible citizens. At each grade level our teachers challenge students and help them achieve academic and intellectual competencies.
Daily Schedules
Before School Supervision
Playground supervision is provided from 8:30 am. Please do not drop off your children before this time.
Minimum Days
All students begin at 8:55 am and finish at 12:25 pm.
Kindergarten
Kindergarten students begin at 8:55 am and finish at 1:15 pm.
Grades 1 through 6
Students begin at 8:55 am and finish at 3:03 pm.
Discipline
School Rules
All students have the right to learn, and all teachers have the right to teach. Therefore, all students will:
- Be on time and prepared to work
- Show courtesy and respect for everyone
- Respect property
- Not disrupt the learning process.
General Schoolwide Rules
All students will:
- Use appropriate language.
- Dress appropriately (i.e. close-toed shoes, no baggy pants, no inappropriate language or signs on clothing, no spaghetti strapped or midriff tops).
- All students will respect the rights and property of others. There will be:
- No drugs on campus
- No weapons on campus
- No gum on campus
- No threats of bodily harm
- No racial slurs
- No sexual harassment
- No physical contact
- No stealing
- Students will not use toys, pagers, cell phones, or other personal electronic
equipment during school hours.- Students will use a school phone to call home during school hour.
Before School Rules
- Students will not arrive on campus before 8:30 am.
- Upon arrival, students are to meet at the bike racks. A playground supervisor will walk students to the blacktop at 8:30 am.
- Students must enter the campus by the office or lamppost area.
- Students may not enter by walking behind the portable classrooms.
- Students may not go to their classrooms (except for kindergartners) before school without a written pass from their teachers. Such passes will need to be issued on the previous school day.
- Before school students may only use the bathrooms in the lunch area.
- Bikes MUST be walked across all crosswalk areas on campus.
- During school hours, all bikes must be secured to the bike rack.
Tardy Rules
Students who arrive after 8:55 am must go to the office for a tardy pass before entering their classrooms.
Computer Rules
- Students will use the computer appropriately and leave them in their original condition.
- Students will put their name on any document they intend to print.
- Students MUST have parent permission to use the Internet and MUST adhere to the rules listed in the “Acceptable Use of Internet and Information Systems Contract”
- Students must have a signed Acceptable Use of Internet permission slip to use the Internet at school.
Common Areas/Passing Time/Out of Class Time/Assembly Rules
All students will:
- Walk at all times.
- Be quiet while outside of their classrooms.
- Have a pass when they are out of their classrooms.
- Keep their feet on the pavement (i.e. no sliding on railings, no walking on banks
and grass.)- Line up in an orderly fashion.
- Work quietly outside of their classrooms.
- Students will not bounce balls on walkways.
- Use polite audience manners during assemblies (i.e. no booing, talking or playing.)
Recess Rules
- Students must not run on the blacktop.
- Remain on the playground unless they have a written pass from a teacher.
- Stay out of the PE shed unless they have permission to be there.
- Play in a safe way so that others are not knocked down.
- Wait in an orderly manner for equipment use.
- Use the slides in a down direction only, no stopping
on the slides, and keep the
bottom of the slides clear. - Include other students in team play. Games may not be closed ("locked").
- Students must abide by the following rules while on
the playground:
- No jumping off of any equipment.
- No tag/chase games on the play structures or inside the wood chip area.
- No climbing/playing on the banks of the hill except
in designated area.
- No throwing water, sand, dirt, pebbles or rocks.
- No climbing on fences, portable railings or backstops.
- No personal sports equipment should be brought to school.
- No balls are to be thrown against any school walls.
- No pushing, pulling of each other or clothes is allowed at school.
- No tag or other chasing games should be played anywhere other than the grass area.
Lunch Rules – All students, except for kindergarten, will play first and then eat
During lunch students must:
- Eat at assigned tables and remain seated until dismissed by the lunch
supervisor.- Walk to the hot lunch line.
- Be responsible for cleaning up trash on table and under table.
- Use good manners and eating habits.
- Not carry food containers and/or papers onto the blacktop or grass areas.
After School Rules
All students will:
- Walk to the dismissal areas.
- Wait to be picked up by car in the designated grass area in front of the office until their ride pulls up to the front of the line.
- Wait at the bottom of the stairs to walk up to Dell Street until they see an orange vest tied to the hand railing, signaling an adult is supervising the students.
- Wait at the mailbox at the front of the school until the teacher supervisors are present to walk to Stevens or to go west on Lomas Santa Fe. Students will follow the teachers in an orderly single-file fashion, not walking on the grass or in the parking lot to the light signal. Students must wait in line against the wall on Lomas Santa Fe until they cross the street.
- Wait by the art room until they see an orange vest tied to the fence, signaling an adult is present to supervise the students walking east on Lomas Santa Fe. Students must walk on Lomas Santa Fe and remain on the sidewalk at all times, whether walking or riding their bikes.
- Walk their bikes off campus and adjoining crosswalks.
- Wear a helmet if leaving the campus by bike.
- Follow the rules of the School-wide Discipline Plan when attending before and
afterschool classes.
Parking Lot Rules
- Park in designated spaces only.
- Only pick up students at the pick-up line.
- Only drop off students at the crosswalk.
School-wide Consequences
Students causing a disruption in the classroom or on the playground will be assigned to Time-Out during lunch. If the behavior continues, students will be assigned to discussion groups with the school guidance assistant and/or Afterschool Detention following parent notification.
Step I: First Blue Ticket - Student is assigned to Afterschool Detention (Monday-Thursday). Students will meet in the Library/Media Center and be assigned a room for detention. They will be released to go home at 3:30 pm. A Behavior Note will be sent home for parent's signature to be returned the next day. If the note is not returned, the child will be assigned to Afterschool Detention until the note is returned.
Step II: Second Blue Ticket - Student is assigned to Afterschool Detention (Monday-Thursday) for two days. Students will meet in the Library/Media Center and be assigned a room for detention. They will be released to go home at 3:30 pm. A Behavior Note will be sent home for parent's signature to be returned the next day. If the note is not returned, the child will be assigned to Afterschool Detention until the note is returned.
Step III: Third Blue Ticket - Student is assigned to Afterschool Detention (Monday-Thursday) for three days. Students will meet in the Library/Media Center and be assigned a room for detention. They will be released to go home at 3:30 pm. A Behavior Note will be sent home for parent's signature to be returned the next day. If the note is not returned, the child will be assigned to Afterschool Detention until the note is returned.Step IV: Fourth Blue Ticket - Student is assigned to After School Detention (Monday-Thursday) for four days. Students will meet in the Library/Media Center and be assigned a room for detention. They will be released to go home at 3:30 pm. A Behavior Note will be sent home for parent's signature to be returned the next day. If the note is not returned, the child will be assigned to After School Detention until the note is returned. The classroom teacher will arrange a parent/teacher conference to discuss steps to improve the student’s behavior.
Step V: Extreme Behavior - The student meets with the Principal and other staff members to discuss behavior problems. A parent conference and/or SST may be called to create and individualized behavior plan for the student.
Step V is also the consequence of either habitual behavior (moving through Steps I - IV) or for a severe behavior such as defying authority, injuring another person, etc. For serious infractions the school reserves the right to by-pass the steps and take whatever action is deemed appropriate including suspending and expelling a student from school.
To support student safety, Skyline will be enforcing a No Dogs on Campus policy.
We expect students to wear modest and appropriate attire to school (i.e. close-toed shoes, no baggy pants, no inappropriate language or signs on clothing, no spaghetti- strapped or midriff tops).

- Possessed, sold or furnished firearm, knife, explosive, or other dangerous object.
- Possessed, used, sold, furnished or been under the influence of drugs, alcohol, a controlled substance or intoxicant.
- Offered, arranged, or negotiated to sell look-alike controlled substances, alcohol, or intoxicants.
- Committed or attempted to commit robbery or extortion.
- Caused or attempted to cause damage to school or private property.
- Stole or attempted to steal school or private property.
- Possessed or used tobacco or product containing tobacco or nicotine.
- Committed obscene act or engaged in habitual profanity or vulgarity.
- Possessed, offered, arranged, or negotiated to sell any drug paraphernalia.
- Disrupted school activities, willfully defied valid school personnel in the performance of their duties.

Please look out for symptoms of excessive itching and white nit eggs on hair follicles. Students with head lice will be sent home for treatment.
Teach your children to avoid sharing hats, combs and barrettes.
Skyline offers meal services for our students. Lunch price is $3.25 and this includes milk or apple juice. Milk and apple juice can be purchased separately for 75¢.
You may be eligible for free or reduced-priced lunches; applications are available at the school office, or by clicking HERE for the English application (pdf, 120 kb).
Each year school children have an average of five to seven common infections such as colds and intestinal upset. For the protection of your child and his/her classmates, please keep your child at home when ill. Please notify the school when your child is ill. The following symptoms may mean that an illness is contagious:
- Fever, diarrhea, vomiting within the last 24 hours. Children need to be symptom free for 24 hours before returning to school.
- Thick mucous or pus draining from eyes.
- Sore throat, especially if combined with fever or swollen neck glands.
- Rashes with fever or rashes of unknown origin.
- Upper respiratory infection and/or severe cold, especially if accompanied with green or yellow nasal discharge and/or ear pain. A cough spreads germs, and a cough that keeps a child up at night means they will be too tired to learn the next day.
- Stiff neck.
- Unusual fatigue, paleness, loss of appetite, confusion and irritability.
The California School Immunization law requires that all children entering school receive proper immunizations to protect them from serious illness and to prevent the spread of communicable diseases: polio, measles, rubella, mumps, hepatitis B, varicella (chickenpox), diphtheria, tetanus, haemophilus influenzae type b (Hib meningitis), and whooping cough.

Kids Korps USA is a 501 (c)(3) nonprofit youth volunteer organization that engages young people, ages 5 through 18, in community services such as Lagoon Clean Up, Kids News Day, Trick or Treat for UNICEF, etc. To join Kids Korps, go to www.kidskorps.org or pick up a membership form in the office. Be sure to indicate the Solana Vista/Skyline Chapter of Kids Korps on the form.
The Library Media program aims to prepare students to become literate, life-long learners and trains them to be effective users of information. School librarians teach library skills and provide access to materials that support classroom programs and curriculum. Library resources are available to students and staff on a checkout basis.
Found items are kept in boxes outside the restrooms closest to the flagpole; small or valuable items are kept in a drawer in the school office.
After a period of time, items are donated to charity, so please encourage your children to check the lost and found boxes periodically, and label all personal belongings.
The school district recognizes that some children need to take medication at school. The following precautions must be observed for the safety of your child and others:
- A Physician’s Statement form must be completed and signed by you and your doctor, stating the name of the medicine, dosage, time to be given, etc.
- Medication must be brought to the health office by an adult in the original prescription bottle or over-the-counter packaging. Students are not permitted to carry medicine while at school.
- Medication will be kept in the health office in a safe place. While we will take every precaution possible, we cannot accept responsibility for loss or for the administration of the medication.
- Children should report to the office to take their medication at the appropriate time.
This is an opportunity for children to share their classrooms with their family.
Open House is scheduled for May 24, 2012, and is a good time to visit other classrooms to preview the following school year. A notice will be placed in The Wave as well as on the calendar on the home page of this site.
The Skyline Parent Teacher Association is an association of parents and teachers dedicated to supporting the children and community of Skyline School. To reach these goals, Skyline PTA members volunteer many hours and raise funds to support classrooms, encourage communication, and develop community spirit.
Students may not use toys, pagers, cell phones, or other personal electronic equipment during school hours. If students need to call a parent during school hours, they may use a school phone. The school phone should not be used to schedule after-school play dates. These dates should be arranged in advance.
School photos will be taken on October 15th, with finished photos coming home in early December. Class photos will also be taken. Individual photos are optional. You will be notified beforehand of the various options for the purchase of prints. You are not required to purchase photographs.
Solana Beach School District has adopted board policy and administrative regulation (BP/AR) 5145.7 containing rules and procedures for reporting sexual harassment. “The Board prohibits sexual harassment of students by other students, employees or other persons, at school or at school-sponsored or school-related activities. Prohibited sexual harassment includes, but is not limited to, unwelcome sexual advances, unwanted requests for sexual favors or other unwanted verbal, visual or physical conduct of sexual nature made against another person of the same or opposite gender, in the education setting.”
In the 1970's, the State of California passed a law that set up the School Improvement Program (SIP), which enabled schools to receive supplemental funding from the state. The new law also required that schools establish School Site Councils (SSC) in order to receive and spend the extra funding provided by SIP.
The Skyline School Site Council is made up of 12 members - six parents, five teachers/staff, and the principal. The Site Council develops a coordinated budget, and develops the School Site Strategic Plan, including setting school goals and assessing program effectiveness.
Meetings are held four times a year (October, January, March, May), on Wednesdays, starting at 3:15 pm. The agenda is posted in the office window 72 hours prior to the meeting. All meetings are open to the public.
The State of California requires testing of children in grades 2-5 in reading, written language, mathematics and science.
The 2011 California Standardized Testing and Reporting (STAR) Program test results for schools, counties, districts, and the state are available at the CA Department of Education Web site.
Test results are used for student and school accountability purposes.

We welcome all new families to Skyline School. Requirements for new students include:
- Birth certificate or passport
- Current immunization verification
- Proof of residency.
Families interested in the Global Education Program are also welcome to apply. Students are selected based on a lottery system. An information meeting regarding the Global Education Program will be held on late January 2012. If you have questions, please contact the school office (858) 794-3600.
Each volunteer working with children must have the report of a negative tuberculin test (injection) or X-ray on file in the health office. The tuberculin test and X-ray are good for four years.
Skyline parents are always welcome at Skyline. All visitors must sign in at the office and wear a visitor's name tag.
Skyline has a strong tradition of parent involvement. Under the teacher’s direction, parents work with children individually or in small groups, giving students immediate feedback on their work and helping them through problems. Volunteers provide additional support for classroom learning activities. Others can help out on field trips, by sharing special talents or helping to prepare materials at school. All volunteers are asked to sign in daily in the office.
Because volunteers are such integral part of Skyline, it is important to keep our standards high. All volunteers will be required to sign the Volunteer Code of Conduct. This form must be signed and returned to the office. It is important for all volunteers to remember the following:
- Be responsible and safe -- always put children first.
- Respect confidentiality. Students and staff have a right to privacy.
- Be professional.
- Communicate.
- When things come up and you can’t fulfill a promise, let someone know.
- Ask for help -- don’t suffer in silence!
- Share your experience with others and encourage new volunteers.
- Commitment - Once you become a volunteer others depend on you.
- Try to pick what is manageable and interesting to you.
- Be prepared. Communicate with teachers and other staff members ahead of time.
- Be on time. If you can’t make it, let someone know.
